Genuinely, avoid this place at all cost. Rosalind Harvey, who is the manager of the property has been ignoring my emails and refuses to talk to me in person, and I’m always told to just write her an email because she is always busy. As a manager, it is literally your job to help people and I get ignored and haven’t even received an email back once.I’ve had an ongoing issue with a roommate Who will smoke weed in the apartment with all doors closed to purposely hotbox, which is also a safety hazard and have allergies, and will use all of my pots, pans, dishes, and utensils and even eat my own food (which I have been told by previous roommates as well as even some of the staff that this is just something he does which also tells me that they could care less). I have been trying to deal with this for the past two months and have likewise spoken to said roommate however nothing changes and I am over this. It is beyond ridiculous what I have to deal with and they do absolutely nothing to help. I want to get out of my lease for next year And if you can manage to do that, then I’ll edit this review and act like nothing even happened. To whomever has to write back to me, you also have my email and I want a phone number of a higher up just like I said in my emails that I’ve been sending that goes unanswered. However, the staff in the leasing center, as well as the assistant manager is pleasant and nice to deal with as well as the maintenance crew. And as a cherry on top this is how I find the living room. Edits: nobody answered the phone with the number that was given and is just the general office number. They have also edited their own reply to not have the number anymore and just the general leasing email which no response to yet. 56 hours and counting with last email going directly to the manager and 24+ on phone call with no reply to the message I left. Went into the office and left a note on her desk to see if she will ever contact me. If I need to I will get an attorney as it states in the lease agreement that I would have grounds to leave if I give 60 days notice, which I have tried to but nobody responds, if someone is smoking inside the property and if someone is tampering with your property/personal belongings. Let’s see what happens.

If I could give this place zero stars, I would. I had one of the worst experiences living here. We dealt with a major leak and constantly running toilets, which resulted in a water bill of nearly $2,000. Even after reporting these issues through multiple maintenance requests, it often took weeks for them to be addressed. Despite the delays, I was still expected to pay the extremely high utility bills caused by problems that were out of my control. The photo I attached is a result of the leak that was not attended to in a timely manner . Rosiland was not helpful throughout the process. She was dismissive, refused to properly address our concerns, and even declined to speak with my roommate and me about the situation until we mentioned involving attorneys. To make matters worse, they also tried to hold us financially responsible for issues we did not cause, seemingly to replace appliances at the tenants’ expense. I could write an entire essay about the problems I experienced while living here. If you’re considering moving here, I strongly encourage you to look elsewhere. Save yourself the stress, frustration, and financial burden.

Mold. Mold. Mold. I was sick for 2 months straight. Did at home mold kits and was disgusting. Went to a doctor and they confirmed I was having upper respiratory infection due to mold exposure. Put in a mold complaint and they just came with vinegar to spray and it didn’t do anything. Couldn’t turn on my shower for over 2 months. Toilet was running for over a month. Maintenance took forever. Made my utility bill sky rocket. Thank god I showed the problem was on the Capitols end and got my money back. I would never recommend someone to live here. Only good thing was the neighbors. When I first moved in the apartment was NOT CLEANED. I am allergic to cats and there was cat hair in all the carpet. All upstairs smelled like dirty cat litter. When I brought this to the leasing office attention they said they’d send cleaners straight away. NOPE. had to go back 2 days later to urge the issue.

Do not live here. I don’t know how people have had good experiences. The utilities bill is consistently around $100+ each for 4 people. For a week I called almost every single day and emailed several times (general email and manager’s personal email) and have either gotten no where or given no response. For my last month of the lease I got hit with a utility bill of $554.23. This is PER person for 4 people. We did get a $77.25 credit which was applied but only because they over charged us previously and I had to constantly call to get it fixed. There is clearly a leak in the apartment or they are scamming because the itemized utility bill shows an 82,600 gallon water usage, which isn’t even realistic. I no longer even live in the apartment I just got stuck with the lease, so 3 people using that amount of water doesn’t make sense. To give an idea, the average 3 person household uses about 7000 gallons a month. There was clearly a jump in water usage because for a year from Jan-2025 to December-2025 the average water bill for my share was $7.93. Then suddenly it jumped to $15.81 in Jan-2026, $74.77 in March-2026, and $98.04 in April-2026. The manager also never seems to be available as I called everyday for a week and was told the manager wasn’t in. I was only able to get a hold once. I wasn’t going to leave a bad review but the lack of communication and help is ridiculous. Again every bill I pay is 25% so I don’t know why a 1400 sqft apartment is an average $500 in utilities ever month. They claim there is no issue with the apartment when I can see the utility bill for every apartment and ours is consistently among the highest by far. The total utilities reached as high as $778.19 for one month. Update: the number they responded with to contact the manager directly was just a general number that nobody answers.

I am a current resident of The Capitol and recently reported an extremely serious incident involving a member of management. After coming forward, I felt dismissed and accused of lying rather than supported. My concerns were not handled with the level of professionalism, compassion, and urgency that I believe any resident deserves. Law enforcement has been contacted, and the matter is currently being investigated. Because of that, I will not discuss every detail publicly at this time. However, I am deeply disappointed in the way my complaint was handled and in what I believe was a failure to prioritize resident safety. Prospective residents should carefully consider how important management accountability and resident well-being are when choosing where to live.
